JB-DOF™ Domain 1 (Signal Integrity): Structuring and governing decision points across justice systems.

Decision Definition & Control (DDC) is the first domain of the JB-DOF™ framework. It measures the degree to which decision points are formally defined, bounded, and governed by enforceable operational logic.

Purpose

To ensure that decisions are structured, standardized, and not subject to ambiguity or ad hoc execution. DDC establishes the foundational expectation that every decision within a governed system must be classifiable, bounded by defined thresholds, and executed through documented logic.

Without formal decision definition, governance becomes reactive. DDC provides the structural prerequisite for every other domain in the JB-DOF™ framework to function.

Operational Dimensions

1. Decision Typology

Standardized classification of decision types across the system. Every decision must be categorized by type, scope, and operational context before it can be governed.

2. Threshold Architecture

Defined trigger conditions for decision activation. Thresholds determine when and under what conditions a decision point is engaged, preventing arbitrary or inconsistent activation.

3. Control Logic

Rules governing how decisions are executed. Control logic defines the operational pathway from trigger to outcome, ensuring consistency and defensibility across the system.

4. Escalation Protocols

Structured pathways for elevated or supervisory decisions. Escalation protocols ensure that decisions exceeding defined thresholds are routed to appropriate authority levels.

Where This Domain Measures

DDC primarily measures the ODO (Operational) and JDO (Doctrine) layers of the governance stack.

  • DCRR: Quality of decision definition in reconstruction
  • CEGR: Whether decision types were properly classified during event
  • DRPI: Whether thresholds triggered correctly
  • ODO: Operational adoption of decision structures
  • JAOGS: Compliance with governance standards
