The Justice Beacon Doctrine Framework (JB-DOF) is the first operational assessment standard designed to evaluate how decision environments are governed across justice systems. What JB-DOF Defines
JB-DOF operates on a dual-axis architecture. The vertical axis is the governance stack: JDO (the field), JAOGS (the standard), ODO (the operational capability), and three execution methodologies—DCRR, CEGR, and DRPI.
The horizontal axis defines five assessment domains. Each domain contains four measurable dimensions, producing twenty total criteria against which any justice decision environment can be evaluated.
The governance stack defines how the system operates. The assessment domains define how well it performs.

Each domain represents a distinct operational requirement for decision governance. Together they provide complete coverage of how decisions are defined, observed, timed, governed, and acted upon.
Decision Definition & Control
The degree to which decision points are formally defined, bounded, and governed by enforceable operational logic.
System Coverage & Observability
The extent to which decision environments are comprehensively captured across all operational domains and systems.
Temporal Responsiveness & Traceability
The ability to track, reconstruct, and respond to decision activity in a time-bound and auditable manner.
Accountability & Governance Integrity
The extent to which decisions are attributable, auditable, and defensible under regulatory, legal, and operational standards.
Intervention Efficacy & Outcome Assurance
The degree to which identified risks result in measurable, effective, and sustained operational interventions.
