The Justice Beacon Doctrine Framework (JB-DOF) is the first operational assessment standard designed to evaluate how decision environments are governed across justice systems. It defines the measurement architecture for Justice Decision Observability (JDO)—the field that makes decision environments visible, structured, and reviewable.

What JB-DOF Defines

JB-DOF operates on a dual-axis architecture. The vertical axis is the governance stack: JDO (the field), JAOGS (the standard), ODO (the operational capability), and three execution methodologies—DCRR, CEGR, and DRPI.

The horizontal axis defines five assessment domains. Each domain contains four measurable dimensions, producing twenty total criteria against which any justice decision environment can be evaluated.

The governance stack defines how the system operates. The assessment domains define how well it performs.

Each domain represents a distinct operational requirement for decision governance. Together they provide complete coverage of how decisions are defined, observed, timed, governed, and acted upon.
