Accountability & Governance Integrity (AGI) is the fourth domain of the JB-DOF™ framework. It measures the extent to which decisions are attributable, auditable, and defensible under regulatory, legal, and operational standards.
Purpose
To establish defensible governance and ensure alignment with compliance and accountability requirements. AGI asks whether every decision in the system can be explained, attributed, and defended when subjected to external scrutiny.
Justice systems operate under layers of regulatory, legal, and accreditation requirements. AGI ensures that governance is not merely aspirational but structurally capable of withstanding audit, litigation, and public accountability.
Operational Dimensions
1. Auditability
Full reconstruction and review capability. Auditability ensures that every decision can be reconstructed from origin to outcome with sufficient detail for independent review.
2. Compliance Alignment
Adherence to policy and regulatory standards. This dimension measures whether governance operations conform to applicable legal, regulatory, and institutional requirements.
3. Accreditation Readiness
Support for external validation and certification. Accreditation readiness captures whether the system produces the documentation and evidence required by certifying bodies.
4. Liability Traceability
Ability to defend, explain, and attribute outcomes. Liability traceability ensures that when outcomes are questioned, the system can identify who decided, what informed the decision, and why.
Where This Domain Measures
AGI primarily measures the JAOGS (Standard) layer, with secondary relationships across all layers. As the domain responsible for governance defensibility, AGI validates that every other layer produces the evidence and documentation necessary for accountability.
